  • soluzioni hardware: Dispositivi per la protezione perimetrale della rete, tra cui firewall ( anche avanzati di tipo NGFW), router, switch e dispositivi di prevenzione delle intrusioni (IPS);

Come richiedere l’incentivo

Cyber Security: Information on the Call for Proposals and the Future of Security

In a constantly and rapidly evolving world, technological progress has brought enormous benefits to our society. However, this digital transformation brings with it new risks that we can no longer afford to ignore.

Today, between 87% and 89% of Italians own at least one internet-connected device and manage multiple accounts, having effectively built a true “online life”. But there is a flip side: the more devices connected to the network, the greater the risk of ending up in the crosshairs of hackers and cybercriminals.

The goal of those who carry out cyberattacks is often economic or related to sabotage. The most common threats include:

  • Financial data theft: Stealing PINs, banking credentials, and credit card numbers.

  • Corporate sabotage: Disruption of business operations through ransomware or DDoS attacks.

  • Privacy violation: Theft and publication of personal, sensitive, or corporate information.

In recent years, with the advent of Artificial Intelligence (AI), cybercriminals have refined their techniques. They use increasingly ingenious, creative, and difficult-to-recognize methods to deceive users through phishing and social engineering, aiming to extort money or information.

Today, data is the new gold: an immensely valuable asset that, consciously or not, we store within our smartphones, computers, and cloud accounts.

To respond to these threats, it is essential to invest in Cyber Security. This involves the set of technologies, practices, and processes designed to defend devices, networks, and programs. The primary goal of cybersecurity is to protect user privacy and data, preventing unauthorized access and minimizing the impact and damage of potential cyberattacks as much as possible.

What is the Cybersecurity & Cloud Voucher?

In this delicate digital context, the Ministry of Enterprises and Made in Italy (MIMIT) steps in, having allocated a substantial fund of €150 million for the new 2026 Cybersecurity and Cloud Voucher.

This is a true non-repayable economic grant, which can reach up to €20,000. It is a subsidy that the State offers specifically to SMEs (Small and Medium-sized Enterprises) and freelancers to help them reduce the costs associated with technological upgrades and corporate data protection.

Specifically, the Voucher aims to solve two critical problems for small and medium-sized Italian entities:

  • Security (Cybersecurity): Providing the necessary resources to defend corporate networks, protecting against hacker attacks, theft of sensitive data, and malware threats.

  • Efficiency (Cloud Computing): Facilitating the migration and management of data and software on secure remote servers. This transition eliminates the requirement (and maintenance costs) of having physical servers in the office, while simultaneously ensuring greater scalability and flexibility.

What can be purchased?

The Voucher is not generic funding; it targets specific and focused purchases to upgrade IT infrastructure.

Here is the list of products and services eligible for funding:

  • Hardware solutions: Devices for network perimeter protection, including firewalls (even advanced NGFW types), routers, switches, and Intrusion Prevention Systems (IPS).

  • Software solutions: Active defense systems such as antivirus, anti-malware, network monitoring software, data encryption, Security Information and Event Management (SIEM) systems, and vulnerability analysis tools.

  • Cloud infrastructure services (IaaS and PaaS): Essential services for business continuity, including virtual machines, databases, network & security (VPN, anti-DDoS), and, most importantly, storage and backup systems, which are crucial for ensuring data integrity and recovery in the event of an attack.

  • Cloud SaaS services: Cloud-delivered business applications, including accounting software, HRM (Human Resources Management) platforms, management systems and ERPs (even integrated with AI), e-commerce platforms and CMS, as well as CRMs, virtual switchboards (PABX), and unified communications and collaboration (UCC) tools.

  • Configuration, monitoring, and ongoing support services: Including professional services, with the exception of training services. These services are eligible up to a maximum of 30% of the entire spending plan and must be directly connected to the purchased products. Costs for staff training, however, are excluded.

How does the benefit work?

The subsidies are granted (under the de minimis regulation):

  • 50% Non-repayable grant: The call covers half of the investment. The State reimburses 50% of the eligible expenses incurred by the company for digitalization and security projects.

  • Maximum limit of €20,000: The maximum grant amount payable per single company or freelancer is set at €20,000.

  • Requirement for accredited suppliers: This is a fundamental requirement for the validity of the application. To benefit from the Voucher, technological services and solutions must mandatorily be purchased from qualified suppliers registered in the specific directory managed by MIMIT in collaboration with Infratel Italia. Relying on non-certified partners results in exclusion from the benefit.

Why is this Voucher different from previous subsidies?

Unlike past incentives, which aimed primarily at bridging the digital divide by promoting basic connectivity (such as the installation of ultra-broadband and optical fiber), the 2026 Cybersecurity and Cloud Voucher marks a fundamental change of pace.

Today, the goal is no longer just to “connect” businesses, but to protect them.

This measure focuses exclusively on the quality, reliability, and security of the IT infrastructure. It represents, in fact, a strategic pillar at the national level to make the Italian productive fabric resilient and less vulnerable to modern cyber threats, primarily devastating ransomware attacks (the increasingly frequent cyber blackmail where data is encrypted and held hostage).

How to apply for the incentive

The application for the 2026 Cybersecurity and Cloud Voucher must be submitted through the dedicated ministerial online portals (MIMIT/Invitalia). Given the technical and bureaucratic complexity of the required documentation (infrastructure assessment, drafting of the spending plan, certification of conformity for IT solutions), it is fundamental to rely on qualified technological partners.
